What is an Area Structure Plan (ASP)?

    An ASP is a planning document that provides a framework for the development of a specific area within a municipality. It outlines land uses, transportation networks, servicing infrastructure like water and sewers, environmental considerations, and development policies to guide orderly growth. An ASP is a statutory plan, which means it is approved and adopted by City Council with a bylaw. 

    Why is the City preparing a new ASP for this Special Study Area?

    The area currently lacks a statutory plan and faces challenges such as fragmented land ownership, environmental concerns, and servicing gaps. The ASP will provide a coordinated vision and regulatory framework to support sustainable development and address these complexities.

    How will the ASP affect current landowners and residents

The plan aims to balance development opportunities with community needs, environmental protection, and infrastructure capacity. The ASP will not affect current land uses until landowners choose to develop or redevelop.

    What is the timeline for the ASP process?

    The project started in late 2025 with a target completion date of July 2026. It includes phases of analysis, draft plan development, engagement, and final approvals.

    The City and consultant team will host public open houses and online engagement sessions, and will coordinate with landowners and Indigenous communities. Updates and opportunities for input will be posted on the City’s project website.
