Evergreen (Special Study Area) Statutory Plan

The city of Wetaskiwin has prepared an Area Structure Plan for a Special Study Area located in the northwest portion of the city. The plan will cover approximately 130 hectares. This partially developed area, identified in the City's 2024 Municipal Development Plan, currently lacks an Area Structure Plan.

After engagement with the community, the Special Study Area statutory plan has been named Evergreen Area Structure Plan! You can review the final draft plan here. It was presented to Council for the first step in the approval process on July 28. Following this meeting, a public hearing has been scheduled on August 11. Refer to Key Dates at right for the most up-to-date information.

The Evergreen Area Structure Plan will provide a long-term vision and regulatory framework to guide sustainable, orderly growth and development in this area. This Area Structure Plan will serve as a guiding document for decision-makers, developers, and the public, ensuring that land use and development in the Special Study Area proceed in accordance with the municipality’s vision, policies, and best practices.

The project involved extensive technical studies, community engagement, and coordination with municipal divisions to ensure the plan aligns with the City’s strategic priorities, including economic development, future development, environmental stewardship, and inclusivity.

The technical studies that informed the plan are listed below and will be linked as the final versions become available:

  • Submit written comments to be presented to Council on your behalf during the public hearing
  • Review a paper copy of the proposed bylaws
  • Ask questions regarding the proposed bylaws

    Special Study Area Survey 1 - February 2026

    Project Background 

    The City of Wetaskiwin is planning for the future growth and development of the northwest part of the city, currently called the Special Study Area. This area covers about 130 hectares (roughly 320 acres) and has a mix of different land uses, including some underused or environmentally sensitive lands. 

    To guide how this area will develop over the coming years, the City is creating a detailed Area Structure Plan (ASP). This plan will provide a clear vision and rules for land use, transportation, infrastructure, environmental protection, and community amenities. It will help ensure that growth happens in an organized, sustainable, and safe way that benefits current and future residents, businesses, and visitors. 

    The Special Study Area faces some unique challenges, such as multiple landowners, some contaminated or brownfield sites, and gaps in municipal services like water and drainage. The ASP will address these challenges by proposing solutions that balance development opportunities with environmental stewardship and community needs. 

    Arcadis, a professional planning and engineering firm, is working with the City to develop this plan. The process includes technical studies, collaboration with landowners and stakeholders, and public engagement to gather input from the community. 

    Your feedback is important to help shape the future of this area. The City wants to hear your thoughts on different development options, infrastructure needs, and community priorities to create a plan that reflects the values and vision of Wetaskiwin.
